Australia’s Under‑16 Social Media Ban

Australia’s under-16 social media ban starts on 10 December 2025 and marks a turning point in global child protection online. It finally breaks a system where Big Tech treats children as a crop to harvest for data, engagement, and lifelong profit.

For years, platforms have quietly relied on underage users to pump their growth numbers and keep investors happy. Meanwhile, Big Tech-funded academics and commentators have loudly pushed the myth of “benefits” for kids on social media while downplaying overwhelming evidence of real harm.

As child safety advocates, we have fought these narratives since 2016. We have worked relentlessly to expose both the platforms that profit from harm and the academics who deny it. Our mission has always been simple: we deliver genuine digital literacy and cyber-safety education to children on our terms, never on the platforms’ terms of corporations or the heavily funded experts who sell a dangerous product as safe.

Social Media Is Not A Youth Club – It’s A Casino

Make no mistake: social media is not a friendly playground, it is an industrial-scale addiction machine deliberately wrapped in pastel colours and “relatable” content to trap children in endless scrolling.

For millions of kids, algorithms now define reality itself. They openly admit doom-scrolling until 3 a.m. Filters trigger a total collapse of self-worth and fuel body-image dysmorphia. Young girls suffer the worst damage.

Friendly DMs turn predatory in seconds and this happens everywhere, every day. Algorithms actively amplify self-harm, hate, extremism and far darker material until it becomes the default feed. Victims almost never tell their parents what they’re seeing. Tragically, most parents only discover the danger after they have already lost their child to the content that targeted them.

 

Mental Health Issues

The World Health Organization reports that roughly one in seven adolescents, experience mental health difficulties linked directly to their online activity. European research shows that problematic social media use, and multi‑hour daily engagement is now embedded in a teens life. This needs to change.

Adults who argue that “kids need these spaces to connect”, are seriously missing the core truth. These platforms are commercial engagement engines, optimised to keep folks vulnerable. Kids and teens who are still developing their own minds and personalities, are viewed as brains to be monetised for as long as possible.

In reality the online world that is Social Media, is not a neutral environment it is a corrosive one. It is product with a very specific design purpose. Make money for engagement. The more engagement, the more data, the higher the profit.

When we see adults fight to keep children inside these environments, they are often unintentionally arguing to keep kids inside an engineered, data extractive casino, where the house always wins. It is kids who ultimately lose out.

 

 

What Australia’s Under‑16 Social Media Ban Actually Does

From 10 December 2025, age‑restricted social media platforms operating in Australia must take “reasonable steps” to prevent under 16s from holding accounts, and must deactivate existing under‑age profiles.

The law currently names major services including among others:

  • Facebook and Instagram

  • Threads and TikTok

  • X (formerly Twitter)

  • YouTube and Snapchat

  • Reddit, Twitch and Kick

There is growing pressure to bring gaming adjacent ecosystems like Roblox and Discord into scope. Why, because children experience them as social spaces, rather than as simple games. This should happen in our opinion sooner rather than later. The problem with platforms like Roblox, is that kids gather there in the hundreds of millions. It becomes like shooting fish in a barrel for those intent on harming children. Also despite their best efforts, Roblox is rapidly becoming a platform where parent advocacy groups are collaborating on an international level, due to the significant alleged reported incidents of child harm and abuse.

 

 

Penalties & Saving User Data 

Under this new legislation, platforms will face penalties that can reach tens of millions of Australian dollars per breach. Several global companies, including Meta properties, YouTube and Snapchat, have already confirmed plans to lock out, or log out under‑16s and purge accounts ahead of the deadline. Many of the platforms are encouraging underage users to download and save their content. To be fair, nobody would like to see personal moments like images or videos lost. Especially, if that content includes a lost loved one.

But the regulators are very clear, “social media” is defined by functionality, not branding. Any app whose core use involves posting, sharing images, or videos and interacting with others falls under the minimum age rules. No matter how niche, new or rebranded it appears.

 

 

The Great Exit to Other Platforms

The consequences for enactment, may encourage a mass migration to other platforms. This actually matters when we look at the rush of Australian teens allegedly moving towards lesser‑known apps like Yope and Lemon8, in the lead‑up to the ban. These services are still social media platforms. What some advocates encouraging the education and movement actually fail to realise, is that the Australian Online Safety Commissioner, is not going to be out wited by movements like this. The legislation affords, the ability to categorise any platform not currently prescribed as platform that must still must block access to under‑16s.

 

Teens Fleeing To New Apps Proves The Problem

Australian teens are already racing to dodge the ban. They’re flooding into lesser-known apps like Yope and Lemon8, sending both straight to the top of the download charts.

This is exactly what an unregulated attention economy does to kids: it lets them chase the next hit while the system funnels them into whatever corner still looks empty.

The new law slams that door shut. Any app built around sharing and social interaction now faces the same under-16 ban as Instagram, TikTok, and Snapchat. Safety isn’t about famous brand names — it’s about the addictive mechanics baked into the product.

This transition is creating a perfect hunting ground for scammers. Criminals already flood the space with fake “age-verification” pages that steal IDs, passports, and payment details. Parents, schools, and lawmakers must treat every unexpected prompt as a threat.

Treat every “helpful” email, in-app message, or pop-up about social media accounts as dangerous until you verify it through official channels. Social engineers live for moments of chaos like this one.

 

Global Momentum – You Are Not Alone If You Support Age Limits

Advocates for higher social media age limits are no longer a fringe voice. They are increasingly in line with mainstream public opinion in many parts of the world.

An Ipsos Education Monitor study across 30 countries shows that around 71% of people, and around three‑quarters of parents of school‑age children, support banning under‑14s from using social media entirely. That is a clear mandate for stronger age limits.

The European Parliament has gone further by voting for a minimum age of 16 to access social media. The same resolution calls for bans on engagement‑based recommender systems for minors and for robust enforcement of the Digital Services Act to penalise platforms that fail to protect children.

 

International leaders are now moving too:

  • France’s President has publicly floated banning social media for under‑15s

  • Parliaments and regulators in Ireland, New Zealand, Singapore and Spain are exploring Australian‑style controls

  • In Germany, polling shows strong support for bans similar to Australia’s

  • In the UK, inquiries have recommended an under‑15 prohibition and a digital curfew for older teens as part of the Online Safety Act approach

  • Across multiple US states, new and proposed laws aim to introduce minimum ages, restrict “addictive feeds” and cap teen time on platforms

  • Just today Irelands Coimisiún na Meán has signed up with the Australian Online Safety Commissioner to share the methods and techniques Australia has enacted, perhaps with a hope that the same will be implemented here

The laissez‑faire era in children’s social media use is ending. Australia is simply the first major democratic test case with a hard legal line at 16.

 

 

The “Ban Without Education” Myth

Critics keep saying: “A ban without education just builds a dam against a tsunami.” They hold one grain of truth, but they still miss the central point entirely.

Education remains essential no one disputes that. Australia just carved out the breathing room we desperately need to teach real, evidence based digital literacy and cyber safety without forcing children to serve as live guinea pigs inside the most predatory attention extraction machine ever built.

Right now, nine, ten, and eleven-year-olds swarm every major platform. Companies pretend to check ages, parents rarely watch closely enough, and schools offer zero training that matches the industrial-scale danger these kids face every single day.

Australia’s ban does not block the internet. Kids still reach information, support networks, and genuinely moderated communities. The law simply draws a non-negotiable line around commercial social media platforms that engineers designed from the ground up to addict users, harvest data, and monetise every emotion.

These companies treat a child’s natural turbulence as free raw material to train their algorithms.

In every other high-risk area of life, adults impose hard limits first:

  • We do not hand car keys to twelve-year-olds.
  • We do not pour vodka for eleven-year-olds.
  • We do not open casino accounts for primary-school kids.

We set the age gate, we build the guardrails, and only then do we teach inside a space we have deliberately made safe. We never “prepare” children by throwing them straight into the danger zone.

 

 

Academics, Funding And The Ethics Of “More Access”

It is time to ask harder questions of any academic, or commentator who uses small, self‑selected samples of children to argue for more access to social media, for under‑16s.

When adults publish content that effectively promotes keeping children inside environments linked to anxiety, disrupted sleep, disordered eating, sexual exploitation and radicalisation, that is like the cigarette brands of the past using children to create a whole new market. This is not a neutral knowledge‑sharing genuine effort to protect children. It is an advocacy for sustained exposure to a real world documented risk of harm.

UN agencies, and child‑rights organisations are clear.  Children’s rights online include the right to protection from commercial exploitation and systemic harm online. It is not simply about a child’s right to log in. This balanced argument is being exceptionally badly skewed.

Framing this issue as a debate about “teen voice”, can be seen as another way of sidestepping adult responsibility. Young people must be heard in policy design. But adults remain accountable for refusing to outsource safeguarding to corporations whose primary legal duty is to shareholders, not to children.

No credible child‑protection professional would argue that eleven‑year‑olds should be allowed to gamble in casinos. Even if those children claim, “all my friends are there”, or “it helps my social life.” The same logic should apply to the social media platforms that have become digital casinos for kids.

 

 

The Numbers Platforms Don’t Advertise

Australian government research estimates that around, 1.3 million children aged 8–12 are already using social media. YouTube, TikTok and Snapchat have particularly high penetration in this age group, despite nominal age limits.

Regulatory and market data suggest that there are also hundreds of thousands of 13–15‑year‑olds, on each major service. This means that significant slices of the Australian user bases for YouTube, TikTok, Instagram and Snapchat are legally under‑age.

With effective age‑assurance in place, the largest platforms may need to remove somewhere between 5% and 10% of their Australian users. That includes visible teenage accounts and many under‑12s currently hidden in plain sight.

Now scale that picture. The European Union has around 80 million people under 18. The UK has about 12 million under‑15s. The United States has over 70 million children under 18.

Research consistently shows that the vast majority of 13–17‑year‑olds use at least one social media platform, and a significant number of pre‑teens are already active despite formal age thresholds. Even cautious enforcement of a 16‑plus rule across the EU, UK and US would push tens of millions of under‑16 accounts per major platform family into the “legally off‑limits” column.

That is not a rounding error. It is a direct hit to the growth stories Big Tech has sold to investors for years.

 

 

Why Hitting User Numbers Forces Real Change

Platforms are not valued only on how many users they have today. They are also priced on time‑spent metrics, and on the assumption that today’s pre‑teens will convert seamlessly into tomorrow’s high‑value adult users.

Under‑16s are a prime revenue pipeline. They are intensely active, highly influenceable and easy to nudge into long‑term habits that feed advertising and data‑harvesting models.

When regulators demonstrate that entire cohorts of 8–15‑year‑olds are now legally off‑limits, starting with Australia and potentially expanding to the EU, UK and other major markets they strike at the commercial logic that has resisted child‑safety arguments for over a decade.

 

If this model is replicated across major economies, platforms face a stark choice:

  • Redesign products, algorithms and monetisation around meaningful youth‑safety standards, or

  • Double down on evasion and risk escalating fines, service restrictions and deep reputational damage

This is the real meaning of Australia’s “line in the sand”. It is not symbolic outrage. It is a structural challenge to the idea that “free access to children” is an acceptable business input.

 

 

What Happens Next – And What Parents, Schools And Advocates Can Do

Children in Australia will still be online after 10 December. They will continue to stream, game, learn and connect.

The difference is that more of this activity will happen either on services that sit outside the social media definition or on platforms that have been forced to redesign to meet youth‑safety expectations.

Other jurisdictions are already adapting. EU policymakers are studying the Australian model as they refine the Digital Services Act. Governments from Ireland to Singapore are examining how to import age‑assurance and enforcement lessons into their own frameworks.

 

For parents, schools and child‑safety advocates, the immediate priorities are clear:

  • Use this transition to audit devices, review app lists and reset family agreements around online use

  • Talk openly with children about scams, fake “age‑verification” prompts, identity theft and deepfake‑driven fraud

  • Prepare for withdrawal shock when social media accounts disappear and support children emotionally through that process

  • We need to demand that any “alternative” platforms, or youth branded apps meet robust safety, moderation. Data‑protection standards should always be enforced before any platforms kids use are treated as an acceptable digital space

  • Press governments to pair bans with funded, curriculum‑level digital literacy and cyber‑psychology education. So that by the time teens reach 16 they are genuinely prepared for the adult‑designed social media environment

 

Australia has finally said what many people working inside this system have been afraid to state publicly. Children are not a growth strategy. The sooner more countries follow, the sooner we can stop debating whether young people “deserve” access to harmful systems. Then start insisting that the systems grow up instead.
